Waka Kotahi NZ Transport Agency is looking for a seasoned professional to join our team as the Commercial PPP Delivery Lead for the Northland Corridor programme.
Te Whiwhinga mahi | The opportunity
As the Commercial PPP Delivery Lead, you will spearhead the design and implementation of best practice procurement, commercial management, and interface management strategies. As a senior leader within the programme, your role will be crucial in guiding procurement and commercial workstreams from the initiation phase through to the tender and delivery phases.
Beginning with the investment case during the initiation phase, you will provide strategic direction and leadership in planning, establishing, and managing the delivery of Requests for Proposals (RFPs) and shaping the PPP commercial constructs required to meet NZTA outcomes. Your role will be vital in ensuring effective programme integration, delivering value for money, and managing risks and uncertainties. You will collaborate closely with the procurement lead to ensure that key work packages are well-scoped, with commercial constructs and risk allocations suited to the project's nature.

This senior role requires a highly experienced individual capable of driving high performance in a complex and dynamic setting. The ideal candidate will have a strong background in leading the procurement and delivery of large-scale infrastructure projects and a proven ability to influence and collaborate with senior leaders, industry stakeholders, and local government and iwi communities.
Key Knowledge and Experience:
- Leadership in Complex Projects: Extensive experience in leading the procurement and delivery of large and complex projects/programmes, preferably in a PPP context, with a demonstrated ability to achieve value-for-money outcomes in high-risk infrastructure environments.
- Commercial Acumen: Strong commercial acumen, with experience leading strategic commercial initiatives in complex, fast-paced environments.
- Investment Capability Leadership: Expertise in leading investment capabilities across economics, procurement, funding, finance, and business case functions.
- Supplier Strategy Navigation: Ability to foresee and navigate complex supplier-initiated commercial strategies and tactics.
- High-Performing Teams: Proven success in developing and leading high-performing, multi-disciplinary project teams over extended periods.
- Transport Infrastructure Background: Preferably a background in transport infrastructure with strong and demonstrable business acumen.
- Stakeholder Relationship Building: Proven ability to build and maintain collaborative relationships with a range of stakeholders (including at senior levels across government), understanding their motivations and drivers.
- Strategic Influence & Analysis: Strong influencing skills and experience in applying in-depth analysis to complex issues.
- Communication & Integrity: Excellent communication skills, both written and verbal, with a reputation for integrity, honesty, and trustworthiness.
Qualifications:
- Tertiary qualifications in a relevant discipline.
- Professional project/management qualifications are preferred.
