You will be responsible for leading the business analytics function for Defence Commercial Services (DCS). DCS leads and enables the wider NZDF Commercial Function. This is achieved by delivering enabling policies, frameworks, training, and systems; and providing advice on commercial risk and supplier performance across the organisation. DCS performs centralised procurement and business processing functions for NZDF, and offers a range of value adding services to internal customers, including access to professional commercial expertise.
DCS manages a number of systems to support procurement operations, as well as a range of data and information relating to the New Zealand Defence Force (NZDF)'s commercial activity. You will be responsible for the development, maintenance and operation of the information management resources and systems managed by DCS. These include our platforms for procurement activity (including NZDF's e-tendering platform) and procurement and contract documentation repositories.
You will have a pivotal role in aligning DCS systems and practices with the broader NZDF information environment, as well as shaping the way the wider NZDF Commercial Function manages and uses information and systems.
This is an exciting opportunity to utilise your information management and business analytics expertise. Ideally, you will have a sound knowledge of procurement practices and processes within New Zealand government procurement context (and an understanding of how information and systems management supports these requirements).
This role must be based in Wellington CBD. Once you have undergone training and are up to speed, flexible working options are negotiable. Occasional domestic travel is required.

You are a confident communicator who is able to lead through influence. You can build and maintain strong and effective working relationships with a range of stakeholders. You are an experienced Information Manager with strong analytical skills and a continuous improvement mind-set.
Ideally, you will have:
- A passionate and can-do attitude about the positive impact information and systems management can have on delivering effective procurement and commercial outcomes, as well as a customer-centric approach to your work.
- The ability to advise, persuade and influence people in a professional and effective manner.
- The ability to analyse complex information quickly, reaching and articulating decisions with clarity, to deliver solutions that command support.
- Experience planning and delivering high quality and cost effective business improvement programmes.
- Experience in developing and designing performance metrics, or leading reporting practices for a team or organisation.
- Management experience with the ability to coach and develop your team.
- Experience with MBIE and other central government reporting requirements on procurement activity.
- An understanding of continuous improvement and Lean Six Sigma methodology.
- Strong knowledge of SharePoint, SAP or equivalent corporate knowledge/information management system corporate information and finance systems.
- A tertiary qualification related to information management or equivalent experience.
Some understanding of procurement and commercial services would be advantageous but is not essential.

Higher Level Security Clearance
- You must be a New Zealand citizen or you must hold New Zealand Permanent Residence or have a current New Zealand Residency Class Visa.
- At minimum, you must hold New Zealand Permanent Residence or have a current New Zealand Residency Class Visa, and you must be a citizen of and have lived in Australia, Canada, United Kingdom, United States of America or New Zealand continuously for the last ten (10) years.
- You must have a ten (10) year background history that can be verified and assessed appropriately by the NZ Security Intelligence Service (NZSIS) to determine if you are suitable for a security clearance at this level.
