In this role you will provide leadership, direction, coaching, and mentoring for your team members as well as oversee the team's the various work and programmes.
Te Whiwhinga mahi | The opportunity
The Regulatory Implementation team sits within the Regulatory System Design (RSD) team and are responsible for facilitating the implementation and operationalisation of new and existing policies, legislation, and regulatory settings to effectively deliver our regulatory functions. At the heart of the team's success is a keen problem-solving mindset, policy thinking, and working collaboratively and in partnership with our operational teams, industry, and their RSD colleagues. The team members are operational policy experts, generalists, and problem solvers who know how to get the right people around the table to enable and deliver great outcomes.
Your role will be to embed a culture of kotahitanga (unity) and collaboration. You will take a strategic and future-focused systems view of problem solving, operational policy, and regulatory implementation, and focus on risks, harm, and outcomes to enable good regulatory decision making.
The creation and maintenance of a safe, empowering, and enabling environment and culture that aligns with our Regulatory strategy, Tū ake, tū māia, and organisational strategy, Te Kapehu, is key to the team's success. Furthermore, this role is accountable for engaging collaboratively internally, and externally to:
- Ensure the team's focus and resourcing is in the right areas according to our prioritisation framework and work programme which are guided by risk, intelligence, evidence, and insights.
- Ensure our operational policy advice underpins, mitigates, and addresses, risks, harm, and barriers in the land transport system, and we are agile and keeping pace with domestic and international developments.

As well as your leadership attributes, you will need to bring your 'know how':
Knowledge and experience:
- Strong people leadership skills with an empathetic approach and a passion for developing others.
- Proven track record of leading and building highly engaged teams with a safe, trusting, and enabling culture, managing performance, and supporting people to succeed.
- Proven situational, organisational and political nous.
- Proven experience in high level strategic, analytical, and conceptual thinking in a complex environment.
- Ability to make good risk-based regulatory decisions.
- Significant experience in the design and delivery of policy, implementation strategies and policies, frameworks, and service delivery models within a large, complex organisation.
- Ability to think at a national and system-wide level and translate it into future-focused deliverables.
- Proven experience in leading and developing successful future focused projects to inform and guide system change.
- Experience with genuine collaboration and bringing others along on a journey.
- Proven experience in leading, influencing and building credibility across a range of stakeholders.
- Previous experience of local and/or central government is preferred but not required.
Qualifications:
- Tertiary qualifications at preferably post graduate level in a related discipline or equivalent experience.
There is an expectation that the role accountabilities may evolve over time. You may also be involved in other activities as part of a career and development plan. These will be reflected in your performance and development goals that are set in discussion with your People Leader.
You will demonstrate knowledge of, or a willingness to gain an understanding of Te Ao Māori and promote tikanga and Te Reo Māori. You will also have knowledge of, or a willingness to gain an appreciation of te Tiriti o Waitangi (the Treaty of Waitangi) as it applies in the public sector.
