Mō te tīma | About our Team
This role sits within All of Government Services Delivery (AoGSD), part of the Digital Services Branch who bring together the functions that deliver services to or for the public sector and is responsible for an All of Government Portfolio of digital products and ICT Services. The role of the Digital Service branch is to work with and through agencies to drive and deliver a customer-centered digital government.
We champion the use of Common Capabilities and centralized essential information products and services across agencies, as well as championing All of Government standards and guidelines.
The Back Office Digital Transformation Service (BoDTS) is one of these centralized services and has been created to reduce the cost, risk, complexity and time taken to deliver back-office systems, through standardised, high quality, all-of-government processes, tools and systems.
The Service provides agencies with a common set of standardised processes and will provide tools to support agencies as they modernise their back-office functions (e.g. HR, Finance, Procurement) making use of previously used collateral and design to streamline the process, to lower cost and risk, and to increase efficiency.
He angitūtanga | About the Role
The Master Back-office Library (MBOL) is an information management system used to collect and store collateral from Agencies who have completed their back-office modernisation journey and information from suppliers who have supported these projects.
With an interest in records management and best practice information management process you will bring your eye for detail and data expertise to this newly created role in the BoDTS. Working closely with the MBOL Librarian this role will lead the engagement, collection and maintenance of all the reuseable collateral and intellectual property gathered from other Back-office design projects and ensure that they are reusable and accessible to others embarking on their own change initiatives.
As a leader in data integrity, best practice information management and records collection this role will be accountable for understanding, explaining, and implementing records and information management standards and best practice.
It will also;
- Ensure user-friendly navigation of the MBOL and easy access to collateral
- Collaborate with the MBOL/SaaS team on establishment of the Library
- Lead the privacy, security and copyright reviews of submitted colleterial and will maintain the framework and metadata of the collateral stored in the MBOL
- Lead, develop, and establish the MBOL service offering including strategy, information management framework and implementation an MBOL program plan
- Provide oversight of the technical architecture and framework of the MBOL in alignment with the NZ All of Government Common Process
- Understand and provide well informed advice on the BoDT Service including Back-office Designs, how these are based on the Common Process Model (CPM) and can clearly articulate the benefits of the model to subject matter experts (SME) and MBOL users
- Determine how records are uploaded, reviewed, stored, accessed, tagged, retrieved, cleansed
- Review business processes and practices to identify improvements in information and data base management capability and records management compliance
- Develop online and face-to-face training programmes and associated resources to support user interface with MBOL
- Collaborate with ERP Specialists to connect Agencies who are on similar transformative pathways and will provide connection opportunities via MBOL where reuseable best practice tools and implementation collateral is contained and shared
- Establish and maintain strong collaborative working relationships across the BoDT Service teams and promote the benefits of the MBOL and BoDTS services

As a records management professional, you enjoy working with large quantities of information that requires thorough documenting and organizing. Having worked in a similar role you will have been at the forefront of the curation of a library or large information management project and enjoy applying your methodical thinking, data analysis and excellent customer services skills to large and complex programmes of work.
To excel in this role you will have;
- Demonstrated experience (5+ years) implementing information and records management practices and document control (Preferably in SharePoint)
- Experience documenting requirements, and business process analysis
- Experience with information management systems and information repositories e.g Content Management Systems or Data Management Systems
- Database management and experience curating large quantities of data and information
- Experience with database systems and software, such as SQL, to manage and query data
- The ability to manage projects and maintain the framework of the MBOL (Metadata-Based Object Library) efficiently
- Experience creating and maintaining comprehensive documentation for data processes and frameworks
- Proven experience in providing high quality communications (verbal & written) within a project or programme
- Proven experience in successfully managing diverse stakeholder relationships both internally and externally
- In-depth understanding of information and data systems including large online catalogues and/or libraries
- An understanding of IT principles related to data storage, cloud services, and data warehousing
- In-depth understanding of Government standards and policies in regard to Privacy, Data Management, Copywrite and Security
- Excellent time management skills
- Fabulous customer service and communication skills
- Excellent stakeholder management skills
- Certification in CMS software (preferrable)
