Te tūnga | The role 

Stats NZ is in the process of transforming the way we collect, process and disseminate data. Technology providers are, and will, be significant contributors to the design, build and delivery of the future model. As Senior Procurement Specialist, your interfacing within industry will represent the interests of Stats NZ in our role as the lead agency for government-held data. You will ensure the voice of the industry is heard internally in supporting the Stats NZ outputs and priorities. You will provide strategic and commercial advice and support the senior leadership of Stats NZ and undertake primarily ICT procurement, with some corporate and social procurements. 

The role of Senior Procurement Specialist is within the Commercial Arrangements Branch within the Technology, Operations, Commercial & Collections Group (TOCC). TOCC reports directly to the Chief Executive. Commercial Arrangements is responsible for providing Stats NZ with expert commercial advice and procurement practice for the higher value, higher complexity acquisitions. 

As the Senior Procurement Specialist, both your IQ and EQ will be tested as you meet the needs of our Future Census programme and Stats NZ employees across the country. Examples of the work include ingestion tools, internet collection systems and the Census information website, lone worker technology solutions, testing services, mobile applications, and various technology developments and support, etc. You will also support the Transformation, Digital and corporate team where required, and may be asked to acquire shared services for other agencies.  

On the daily you will be responsible for anticipating and managing the legal, reputational and procurement risks associated with procurement activities across the organisation.  As a senior member of the Procurement team, you will mentor and coach junior Procurement Staff ensuring consistent delivery of quality procurement advice and support services across Stats NZ. 

Our busy team needs someone to join us who: 

  • Has strong commercially acumen and prioritises thinking over process
  • Can confidently deliver end to end ICT, corporate and social procurement either by themselves or as part of a team
  • Can prioritise within a rapidly changing work environment
  • Is a confident communicator that brings people with you, verbally and in writing.
  • Able to discuss and translate the finer details of the corporate and ICT needs while maintaining a clear vision of the bigger picture
  • Has a clear vision of how to improve lives through the procurement profession
  • Holds a tertiary (degree-level or higher) qualification in business, commerce or similar
  • Minimum of five (5) years' work experience as a Procurement and Contracts Specialist, with experience in executing ICT and large and complex procurements.
  • Embraces, or has a willingness to learn about, Te Tiriti, Tikanga, Te Reo and Te Ao Māori.
