Te Whiwhinga mahi | The opportunity

The Poutiaki Taiao/Environmental Planning team is the primary home of resource management expertise for the New Zealand Transport Agency Waka Kotahi (NZTA).

We have Planner (1x permanent) and Intermediate Planner (1x permanent, 1x fixed term to September 2025) opportunities within our high performing and collaborative national planning team.

Our roles have great scope for building and working with a variety of stakeholders and partners. You will be representing NZTA in a variety of forums and providing advice and oversight to enable decision makers to make transparent and informed decisions.

As a Planner or Intermediate Planner, you will have a strong external focus providing planning and coordination into our third-party responses on matters such as land use and subdivision proposals and enquiries and statuary planning processes to name a few. As an Intermediate Planner you will also support project and policy workstreams.

These roles can be based in any NZTA office location.

To be successful in these roles, you will bring an understanding/experience in the following areas:

  • Resource Management Act (RMA) regulatory processes and an ability to communicate that process to non-RMA experienced people.
  • Other relevant statutes including Heritage New Zealand Pouhere Taonga (HNZPT) Act, Wildlife Act and Conservation Act.
  • Working with internal and external stakeholders and managing relationships, including undertaking community consultation and engagement.
  • Experience with district and regional plan development and change processes.
  • Understanding of the transport sector, transport project lifecycle and the role of the transport network is desirable.
  • Excellent problem solving and risk mitigation.
  • Excellent written and oral communication skills, and the ability to tailor communication styles appropriately to different audiences and situations.
  • Tertiary qualification in planning or a related discipline (postgraduate is desirable).
  • Membership of the NZPI, RMLA (or equivalent is desirable).


You will demonstrate knowledge of, or a willingness to gain an understanding of Te Ao Māori and promote tikanga and Te Reo Māori. You will also have knowledge of, or a willingness to gain an appreciation of te Tiriti o Waitangi (the Treaty of Waitangi) as it applies in the public sector.
